It may surprise, but there was once a Garou King in Kuldra's Tower. Kuldra, perhaps fearful of a mutiny (or having to kill everyone who mutinied, diminishing her forces), allowed the various troops to keep their customs. That included the Rite of the Moon, where garou would challenge each other for the privilege of becoming the King. Her initial belief was that, if the garou were content on challenging each other rather than her, then it would be the best for all involved.

That ended with King Rí Túath. Rí Túath had delusions of something beyond grandeur. He claimed to have been visited by Lougrim, who had crawled out of Kuldra's gullet while she was sleeping. According to Rí Túath, Lougrim was a prisoner in the belly of Kuldra, and it was the job of the Garou to recover her. He led a contingent of garou against a sleeping Kuldra, and carved into her skin with a rune greataxe.

In a sense, King Rí Túath achieved his aim. He made it inside Kuldra, and did, in fact, find Lougrim. It didn't happen in the way that he might have wanted, and he certainly wasn't alive for any of those steps.

Kuldra was quick to deny the garou the Rite of the Moon after King Rí Túath.
