You can argue the semantics, but rune is already enchanted. It has inherent magical properties, which means that 'enchanting' it is a complicated process. It's like cursing a spell, or summoning a rune: you're just smooshing magic together and hoping nothing bad happens. And, as the Wise Old Man says, 'hoping nothing bad happens is basically inviting the bad into your bedchambers'. We'd have worded it differently, but you get the idea.
