It's hardly fair, is it? Melee gear juts out of the ground in the form of metal. Mage gear literally grows from trees, being made from plant fibres. But ranged gear? Ah, the very best ranged gear grows on the flanks of the most dangerous creatures of Ashenfall.
Why couldn't the best ranged gear be made from the linings of clouds? Maybe the froth of a good pint of beer? If you need proof that the gods hate rangers, look to dragonhide.
