Reduces the chance to Burn Power Level 3 Ingredients

Culinary Confidence: Power Level 3 is a skill perk that reduces the chance to Burn power level 3 Cooking ingredients by 50%, unlocked at level 27, and it further reduces the chance by 3.57% per level until 100% at level 41. Just like the previous tier, it still allows you to cook ingredients of power levels 1 and 2 at 100% without burning them.
