Caratacus the Elder is an old Garou located in the north-western part of the Fractured Plains, outside of the Stormtouched Highlands. Speaking with them starts the secondary quest A Room With A Garou.

He was a guard of a tribe and met his wife, Cliodhina, while she was stealing meat and pelts from the tribe. Cliodhina later passed away and Caratacus wanted to fulflll her wish of living closer to the water.
